The DENR- CENRO Brooke’s Point was established by virtue of Executive Order No. 192 dated June 10, 1987. It is situated at Rodriguez Street, Poblacion, Brooke’s Point, Palawan. CENRO Building was built on the lot specifically reserved for Bureau of Forestry Station site by way of Proclamation No. 167 issued sometimes in 1931. The site was first occupied by the Bureau of Forestry in 1957 until the effectivity of Executive Order No. 192 when all the offices under the DENR were organized with one umbrella.  The four municipalities of Sofronio Española, Brooke’s Point, Bataraza and the island municipality of Balabac are within the area of jurisdiction of CENRO Brooke’s Point. It is bounded on the North by the municipality of Narra, on the East by the Sulu Sea, on the South by the China Sea and on the West by the municipality of Quezon and Rizal, Palawan. It embraces a total land area of approximately 284,200 hectares, 122,736 hectares is classified as alienable and disposable lands while 161, 464 hectares fall under the category of timber land. Sofronio, Española has a total land area of 62,793.2083, Brooke’s Point has a total land area of 72,227.9898, Bataraza has a land total area of 95,745.1424 and Balabac has a total land area of 53,433.6595. It is currently home to sixty one (61) CENRO employees catering and bringing basic DENR services to constituents of four municipalities.

Mandate and Role in the Community


The implementation of CENRO activities goes with the National mandate and development program strategies such as:



  • Effectively enforce all DENR policies, laws, rules and regulations governing the environmental protection and conservation of natural resources.

  • Promote and strengthen good Eco- Governance.

  • Continue survey, processing and issuance of patents to qualified claimants/ occupants and security of tenure for them.

  • Acceptances of PLA’s and conduct ocular inspection and investigation of public land and Residential Free Patent (RFPA) per RA 10023.

  • Intensify the development and wise utilization of timber and minor forest products and regulate the gathering of forest products through the issuance of permits/ licenses.

  • Mobilize and monitor checkpoint in strategic outlets to check the passage of illegally gathered/ transport forest products; and

  • Alignment to the six (6) Priority Reform Agenda of Pres. Benigno C. Aquino III.

Areas of Jurisdiction


The four municipalities i.e. Sofronio Española, Brooke’s Point, Bataraza and the island municipality of Balabac are the areas within the jurisdiction of CENRO Brooke’s Point. It is bounded on the North by the municipality of Narra, on the East by the Sulu Sea, on the South by the China Sea and on the West by the municipality of Quezon and Rizal, Palawan. The CENRO Brooke's Point also supervises environmental activities within the Mt. Mantalingahan Protected Landscape bordering the municipalities of Narra, Quezon, Brooke's Point and Rizal, and Ursula Island Game Refuge and Bird Sanctuary found in the municipality of Brooke's Point, Palawan.

Organizational Structure


The organizational structure of CENRO Brooke's Point is aligned with the rationalization scheme implemented in the department. Over a hundred new positions have been created and filled-up to enhance organizational productivity since 2015. The office is currently staffed with at least 61 strong and dedicated men and women in the agency. Each are assigned in sections which commensurate their skills and qualifications.

Forest Management Initiatives


The increase of number of personnel assigned in each monitoring stations intensifies the monitoring of environmental activities and implementation of environmental laws within the area of jurisdiction.


The presence of active DENR personnel in every municipalities from Sofronio Española to Balabac minimizes the illegal operations and activities related to mines, timber poaching and wildlife poaching/trading. The pro-active participation of citizen and continuous communication of the Chief of Forest Protection and Law Enforcement Unit and personnel from each station discourages the conduct of these illegal activities.


The conduct of regular foot patrolling of areas within the jurisdiction of each monitoring stations is one of the major strategies for effective protection of the total area of 633,990.325 hectares of forests.


The involvement and coordination with the communities, LGU’s, Barangay Officials, NGO’s and the conduct of continuous IEC campaign has been one of the factor which minimized the illegal activities in the area. Maintenance and manning of the 3 checkpoints were implemented and ground surveillance was conducted.


Inspection and inventory has been conducted by the personnel from the stations. The request is coming from the Chief of Utilization for the issuance of the permits that the clients have been requesting in the office.

Land Management Initiatives


Due to the issuance of Memorandum dated May 28, 2015 by the Under Secretary for Field Operations suspending the issuance of survey authority, conduct and approval of survey of untitled lands and acceptance and processing of public lands applications within Palawan, the programs, activities and targets of the Land Management Services were definitely affected considering that the lack of manpower issue from the past year was already addressed by the augmentation and hiring of new personnel. Nonetheless, the LMS personnel performed the following activities:



  • Conducted inventory of PLA’s on record and re-writing/transferring of old dilapidated allocation books into new log books.Inventoried approved Public Land Survey/Isolated Surveys in compliance to the instructions contained in the Memorandum dated May 28, 2015.

  • Valuated/re-appraised three (3) foreshore lands, friar lands, patrimonial land and other government assets and properties.Attended to office callers who came to the office seeking some help or advice on land matters

  • Organized and filed records into color coordinated envelop by municipalities to easily access the documents

  • Conducted investigations and ocular inspections on land cases

Protected Area, Wildlife and Coastal Zone Management Initiatives


The CENRO Brooke's Point, in collaboration with LGU and various People's Organizations manages 2 protected areas within the areas of jurisdiction, i.e. the Mount Mantalingahan Protected Landscape and Ursula Island Game Refuge and and Bird Sanctuary.


Mount Mantalingahan Protected Landscape


Nestled in the core of southern Palawan, Philippines is the Mt. Mantalingahan Protected Landscape (MMPL), a Protected area by virtue of Presidential Proclamation 1815 signed on June 23, 2009.  It lies within the territorial jurisdiction of Bataraza, Brooke’s Point,Quezon, Rizal and Sofronio Española.


Being the largest contiguous forest in Palawan, MMPL is the first and only protected area in the province established through the concerted action of the five local government units whose collaboration began as early as 1997.


Mt. Mantalingahan is the highest peak along the central spine of mountains in southern Palawan. Geographically, MMPL is about140 km southwest of Puerto Princesa City, the capital of Palawan.  It is bounded by Victoria Preak in the north and Mt. Bulanjao in the south; from 9º9’53.42” to 117º59’52.47” North latitude and 8º40’28.16” to 117º26’55.52 East longitude.  MMPL covers thirty-six (36) barangays.


 


Ursula Island Game Refuge and Bird Sanctuary


UIGRBS is located at Sulu Sea fronting the south eastern of mainland Palawan. It is bounded by Sulu Sea and located in Barangay Rio Tuba, Bataraza, Palawan in the South bounded by Bugsuk Island and in the North West by Barangay Sarong, Bataraza, Palawan.  The land area of the island is approximately 17.20 hectares. Proposed expansion is to include the coralline area with an aggregate area of 761.75 hectares.


Ursula Island Game Refuge and Bird Sanctuary was proclaimed on April 30, 1960 under Parks and Wildlife Administrative Order No. 14 due to its native reserve that offers great opportunities for nature appreciation and recreation. It is an initial component of NIPAS ACT/RA 7586.


The island’s vegetative cover is mixed primarily and old growth forest of timber, vines, shrubs, brush, epiphyte and grass including Pandan dagat (Pandanus tectorius).

Programs and Projects


National Greening Program


National Greening Program, the banner program of Pres. Benigno S. Aquino III is on the fifth year on its implementation. The main objective of NGP program is to reduce incidence of poverty, promote environmental stability, ensure food security as well as raise awareness on the importance of Forest Protection and Management, partnership with the citizen to include LGU, youth, private sector and Non- Governmental Organizations.


As field implementers of the program, the CENRO, Brooke’s Point conducted survey, mapping and planning to determine suitable areas and species compatibility in compliance with the guidelines set forth under the program.  Technical assistance was provided to the participating people’s organizations and LGU’s in the implementation of different NGP activities.  The people’s organizations residing in the NGP sites and LGU’s concerned were tapped as seedling producers and given the primary responsibility in the sites preparations, maintenance and protection of the established plantations.  Non-members of organizations, residents and nearby residents of the project sites were also hired/employed as laborers especially occupants public awareness of the importance of forest.
